Subject: Invitation to Bid: Sealed Bid for Garden Drive & Meadow Road Resurfacing 2026

You are invited to submit a competitive bid for the road paving project described below. Please review the attached project specifications, drawings, and scope of work before preparing your proposal.

Key Dates & Deadlines

• Bid Submission Deadline: November 6, 2026, by 2:00 p.m.
• Estimated Completion Date: By the end of the 2026 paving season, when asphalt batch plants close for the season.

Submission Instructions

Specifications can be obtained at the Village Municipal Complex or by calling (740) 266-3175.

Each proposal shall contain the full name and address of every person, firm, or corporation interested in the same, and if a corporation, the name and address of the president and secretary, and shall be accompanied by a bond given in favor of the Village of Wintersville, Ohio, for an amount equal to at least (10%) of the total amount of the bid, with surety or sureties satisfactory to said board, which shall be either persons resident of Jefferson County, Ohio, or a surety company authorized to do business in Ohio. The bond shall provide that the bidder shall, within fifteen (15) days after a notice of acceptance of this proposal, enter into a contract. If a bond does not accompany the proposal, then it must be accompanied by a certified check on a solvent bank for an amount equal to at least (10%) of the total amount of the bid, made payable to the order of the Village of Wintersville, which shall be forfeited to the Village of Wintersville if the bidder fails to enter into a contract with the Village within fifteen (15) days after notice of acceptance of his proposal.

The bonds of unsuccessful bidders will be canceled, and the checks of unsuccessful bidders, or the amount thereof, will be returned.

The Village of Wintersville reserves the right to reject any bids, or to increase or omit any item(s), or to award to the lowest and best responsible bidder, by the order of the Village Council.

Drop off your completed sealed bid package, including itemized pricing, estimated timeline, proof of licensing, and references, & Surety Bond to, Jesse Kosegi, Village Administrator, or Mayor Mik Petrella by November 6, 2026. Late submissions will not be 

accepted. Drop off at the Village of Wintersville Municipal Building, 200 Grove Street, Wintersville, OH 43953, between 8 a.m.- 4 p.m.

Opening of bids will occur immediately after the 2:00 pm deadline.  Bid openings will be recorded live.  Companies need not be present for bid opening. 

This notice is also being published as required by the Ohio Revised Code, and companies must comply with all ORC bonding requirements.
